Once again the Tories are hiding their own culpability behind vapid 'culture war' nonsense

Boris Johnson's Tory government have opened up a new front in their nauseating culture war, by trying to blame the term "white privilege" for catastrophic failings in the educations system, that leave working class kids (white and non-white alike) at huge disadvantages in comparison to kids from wealthier backgrounds.

I'm going to give a non-exhaustive list of other factors that are infinitely more damaging to the prospects of working class kids than this term, but first I'll briefly explain what "white privilege" actually means.

The term certainly doesn't mean that all white people are wealthy and privileged, only a fool or someone who is trying to fool you would try to argue that.

It means that in a still-racist society there are advantages to being white.

White people are obviously less likely to suffer institutional racism like being harassed by the police or denied painkillers when seriously ill; we're less likely to have our CVs immediately thrown in the bin for having non-white sounding names; and we don't have to face disgusting examples of inter-personal racism like the majority of non-white people have experienced in their lifetimes.

This obviously doesn't mean that life is a bed of roses for all white people, because there are all kinds of other forms of discrimination such as classism, sexism, homophobia and other forms of anti-queer bigotry, ageism, persecution of the disabled, persecution of the neurodiverse ...

Only those with malicious intentions would even try to portray recognising that whiteness is an advantage in a racist society as some kind of attack on poor white people, which brings us to the Tory government, and their woeful efforts to hide their own catastrophic failings behind yet more culture war bollocks.

So here are eleven things that are infinitely more damaging to the prospects of working class kids than the existence of the term "white privilege".

1. Education cuts

Ever since the Lib-Dems enabled them back into power in 2010, the Tories have been inflicting brutal cuts on England's education budget, with the worst cuts of all concentrated in the poorest areas of the country. This means that working class kids have borne the brunt of this deliberate Tory strategy of under-funding the education system, and trashing the nation's future economic potential.

How dare they pretend to give a damn about the prospects of working class kids, when their own longstanding policy is to systematically underfund the schools these working class kids attend?

2. Tuition fees

When the Tories and Lib-Dems colluded to triple university tuition fees, and bring in rip-off new repayment terms (inflation +3%) they ensured that kids from poor and ordinary backgrounds would need to drive themselves tens of thousands of pounds into debt just to get their degrees, and that the vast majority of post-2012 graduates (83%) would never be able to pay these debts off despite making entire working lifetimes of repayments.

Is it even possible to think of a better way of putting working class kids off academic attainment, than telling them they'll have to suffer an entire lifetime of unpayable debt if they aspire to go to university?

3. Youth service cuts

Anyone who claims to give the slightest damn about kids in deprived working class communities should be championing youth services aimed at honing kids' talents, giving them social skills, and keeping them away from crime and drugs.

The Tory government has been relentlessly slashing youth services budgets to the bone (70% cut in less than a decade).

4. Sure Start

If you want to give kids the best possible opportunities in life, it's crucial to begin the positive impact as soon as possible, which is why, despite their many other faults, the 1997-2010 Labour government did a great job in setting up Sure Start.

Despite the overwhelming evidence that Sure Start is extremely beneficial to kids' prospects, the Tories have slashed it to pieces since 2010, resulting in 500+ closures, and once again, the worst cuts have been reserved for the most disadvantaged areas.

5. Free School meals

Anyone who claims to care about the prospects of working class kids wouldn't hesitate for a second over providing free school meals during a global pandemic, because there's mountains of evidence that well-fed kids concentrate better and get better grades, while starving hungry and malnourished kids often fail to live up to their academic potential.

But we've all seen how the Tory government repeatedly voted against providing free school meals during the coronavirus pandemic, and had to be shamed into action by the footballer Marcus Rashford, on more than one occasion.

6. Social security cuts

Since 2010 the Tory government has implemented round after round of savage social security cuts. It hardly takes a genius to understand that policies like slashing working tax credits and cutting entitlement to child tax credits and child benefit would end up having profoundly negative consequences for children in the poorest families.

But there's just something in the Tory mentality that gives them a perverse sense of pleasure at the idea of punishing the poor for their poverty, and ensuring that their kids grow up even poorer too.

7. Adult education cuts

Since 2010 the Tories have relentlessly attacked adult education spending, even though any sane government would be investing in adult education in order to ensure that the economy has a skilled and flexible workforce, and so that workers have the means and ability to retrain should they lose their jobs.

The Tories clearly don't want a modern, flexible, highly-skilled workforce, they want to minimise retraining opportunities, and ensure working class people who lose their jobs end up languishing in exploitative low-pay gig economy jobs, working for capitalist mega-corporations, because their retraining options are so severely limited.

And to make things even worse, despite all of his cheery rhetoric about investment and upskilling, Johnson's government is pressing ahead with yet another round of cuts to adult education spending.

8. Wage repression

After the Tories came to power in 2010 they imposed the longest sustained period of wage repression since records began

There's basically no better strategy to erode the prospects of working class kids, than to spend the best part of a decade systematically eroding the real value of their parents' wages, and ensuring that when these kids do eventually enter the workforce, they'll be earning less in real terms than those who were entering the workforce a decade previously!

9. School privatisation

Since 2010 the Tories have been overseeing an extraordinary programme of school privatisation in England, to such an extent that 75% of English secondary schools are now controlled by private profiteering pseudo-charities called "Academy Chains" (many of them owned and operated by major Tory party donors).

These profiteers aren't allowed to leech profits out of the education system in shareholder dividends because of their so-called charitable status, but there are loads of other ways of soaking cash out of our kids' education budgets into private pockets, not least vastly inflated six figure salaries for profiteering academy chain directors and their cronies, and endless tides of massive untendered supply contracts handed out to their friends and family.

If you think that the existence of the term "white privilege" has more to do with working class academic under-achievement than this widespread looting of education budgets by Tory party donors and assorted other spivs and profiteers, there's something seriously wrong with the way you're looking at the world.

10. Soaring child poverty

Several of the aforementioned issues, like social security cuts and Tory wage repression have combined to drive half a million more kids into poverty over the last five years, with a shocking 75% of all the kids in poverty, now living in a household where at least one adult works.

It's utterly obscene for the Tories to pretend that they give a damn about working class kids, when their own policies have resulted in hundreds of thousands more kids growing up in dire poverty, and literally millions of kids learning the very early life lesson that 'work doesn't pay', because they see their parents struggling in destitution, despite having jobs.

11. Classism

Britain has one of the most rigid and persistent class hierarchies in the world. The wealthy privately-educated 7% minority are vastly over-represented in politics, corporate media, the judiciary, corporate boardrooms, and the top-paying public service jobs.

Two of our last three Prime Ministers went to the exact same elitist private school, which charges vastly more than the average annual salary in yearly fees.

People still use ludicrous anachronistic terms like lord, baroness, and sir in all seriousness, and we've still got unelected hereditary peers in the House of Lords for pity's sake.

The evidence shows that people from working class backgrounds, with regional accents, are routinely paid thousands of pounds per year less than the posh, for doing exactly the same work.

And the current Prime Minister is a hateful elitist, who used incredibly derogatory language to attack working class children as "ill-raised, ignorant, aggressive, and illegitimate" in a disgusting tirade in which he also derided working class men as "drunk, criminal, aimless, feckless, and hopeless".

Is it any wonder at all that society is geared to fail working class kids, when we insist on picking sneering elitists like Johnson to run the show?

Conclusion

If you look at their actual track record in government, it's obvious that the Tories have been conducting class warfare against the working class.

They've slashed education budgets, handed control of schools to a bunch of sleazy profiteers, gutted youth services, ruined sure start, smashed the adult education system to pieces, and imposed rip-off unpayable student debts.

Beyond their outright vandalism of the social ladder, to make it so much harder for working class kids to escape poverty, they've also been actively making the poverty worse with their twin agenda of wage repression and social security cuts.

And these Tory vermin think that they can just hide this dreadful and downright malicious track record behind a smokescreen of vapid and divisive culture war bollocks about the term "white privilege".

The reason they think they can get away with pushing this absolute gibberish is that they're confident that the majority of the lower orders (as they see us) have been leaving the education system with such under-developed critical thinking skills, that we won't even notice that we're being duped into blaming "woke teachers" or whatever, rather than the powerful elitists who actually run the country, and are obviously to blame.

Has Boris Johnson forgotten that he's a Tory?

One of the most extraordinary lies in British politics is the way Tory Brextremists have tried to pin the blame on immigrants and the EU for the dire consequences of their own ruinous austerity policies.

This Tweet from Boris Johnson is a perfect example of this kind of dishonesty. All four of the areas he dresses up as the "positive narrative of Brexit Britain" are actually aspects of British life that are only failing so badly because of Tory rule.

Tackling crime

Boris Johnson knows perfectly well that his Tory party have slashed police funding by 30% since 2010. He knows they've also completely gutted funding for youth projects and outreach programmes. he knows that they slashed 21,000 police officer jobs, and shut down 600 police stations.

Boris Johnson knows that his party bears responsibility for the soaring violent and serious crime rate (especially knife crime, muggings, sex crimes, burglaries ...) and that EU legislation and free movement of EU citizens have nothing to do with the violent crime epidemic him and his fellow Tories have unleashed.

But he also knows people don't like violent crime, so if he presents Brexit as a solution to violent crime, then the gullible will believe him.

Investing in education

It takes an awful lot of brass neck for a Tory to present investment in education as a supposed benefit of Brexit Britain given that they've spent the last 9 years imposing an unprecedented 8% cut in per pupil education funding.

Aside from the unprecedented education funding cuts, the Tories have also transferred ownership of literally thousands of state-funded schools to private profiteers who have been topslicing vast sums out of our kids' education budgets via bloated executive salaries.

Johnson knows that his party have been slashing education funding to the bone at the same time as they allow a load of profiteering spivs to siphon vast sums out of the education system into their own pockets.

He also knows that these education cuts and the ideological vandalism of the education system have absolutely nothing to do with the EU. It's pure Toryism.

Building houses

Johnson knows that since 2010 the Tories have overseen the lowest rate of new house building of any peacetime government since the 1920s. He also knows that as a result house prices have risen to the least affordable levels ever, and that without financial support from wealthy parents, younger generations are completely priced out of the housing market.

Johnson knows that this feeble level of house building had absolutely nothing to do with EU policy, and everything to do with the Tory government's abject failure to fix Britain's shambolic housing market in the wake of the 2008 bankers' insolvency crisis.

He also knows that quitting the EU will do nothing to improve this situation in itself, and that only the intensely gullible would trust the Tory party to deal with the housing crisis that they have exacerbated so badly over the last nine years.

Investing in the NHS

It's as if Johnson imagines we're all so gullible that we'll just have forgotten his '£350 million for the NHS' lies during the EU referendum campaign, and mindlessly accept the idea that the party that has been catastrophically under-investing in the health service for the last 9 years will suddenly set about rescuing it once Brexit happens.

For the last 9 years Johnson's Tory mates have starved the NHS of funding during a period of rising demand, closed down scores of NHS facilities across the country, waged ideological war on the junior doctors, trashed NHS recruitment by scrapping NHS bursaries, and given away £billions worth of NHS services and facilities to their corporate mates.

The NHS is one of the world's finest examples of socialism in action which the Tory party fought tooth and nail to prevent when Labour created in in 1948, and only the most wilfully ignorant of people would believe Tory promises to save the NHS that they've spent the last 9 years under-funding, ideologically vandalising, and asset stripping.

It's also worth considering that a Tory-administered Brexit represents a very clear threat to the continued existence of the NHS, given that a massive NHS carve-up for the benefit of US-based private health corporations will be one of the primary objectives of the Tory-Trump trade deal the likes of Boris Johnson will be begging for in the wake of the UK quitting the largest trading block on the planet.

How gullible are we?

Literally thousands of people have Retweeted Boris Johnson's Orwellian propaganda narrative that in Brexit Britain the Tories are suddenly going to entirely reverse their police-slashing, house price-inflating, school-underfunding, NHS-vandalising policies of the last 9 years.

It's quite difficult to imagine how so many people are so absurdly gullible, but the almost total lack of mainstream media condemnation of the Tories' ruinous austerity fanaticism has obviously played a part in allowing Boris Johnson and his ilk to present the devastating consequences of their own damned actions as reasons to be cheerful about the EU.

The Tories are plotting to turn schools in deprived areas into military indoctrination centres

They announced it on April Fools Day, but it's no joke: The bumbling former fireplace salesman with no military experience Theresa May has put in charge of our armed forces is plotting to militarise schools in deprived neighbourhoods.

For the last eight years the Tories have been routinely ignoring teachers and education experts who have argued that better funding and more modern teaching methods are fundamental to an education system that is capable of producing adults with the skills and aptitude to cope with the rapidly changing modern work environment.

The Tories ignored them in order to concentrate on their ideological agenda of giving away thousands of state schools, for free, to unaccountable private sector pseudo-charities (many of them owned and operated by major Tory donors), reverting to old fashioned rote learning methods, and then inflicting the largest cuts to the education budget in decades.

It's not just teachers and education experts who have been complaining about the devastating impact of extreme Tory budget cuts. Generals have furiously condemned the Tories for slashing the armed forces leaving them "unfit for purpose".

But instead of announcing an end to the ideologically driven austerity cuts to the armed forces, Gavin Williamson and his Tory pal Robert Goodwill are concocting an extraordinary plot to introduce special "military schools" in deprived areas in order to create a new generation of cannon fodder kids.

Anyone who is familiar with the rise of fascism should be deeply concerned about the concept of indoctrinating school children with the "military ethos". If parents actually want their kids to develop the military ethos, there are plenty of cadet organisations for them to sign them up to.

It hardly seems like a controversial concept, but the classroom should be a place for education, and cadet organisations should be places for developing the military ethos.

Another extraordinary facet of the announcement of this Tory school militarisation project is that the link didn't go to an official government press release, it went to an article in Rupert Murdoch's right-wing propaganda rag The S*n!

Not only did Gavin Williamson use the official Ministry of Defence social media account to provide free publicity for The S*n, the comments underneath the S*n article made it perfectly clear the kind of people this policy is aimed at.

Here's a quote from one of the comments that Williamson decided to promote via the official Ministry of Defence Twitter account: "the whole of the education departments in the UK have for decades been taken over by the left".

So when the reality is that since 2010 huge swathes of the education system have been given away to private sector interests (including unelected Tory lords and major Tory donors like Robert Harris and John Nash) but Williamson is using the official MoD Twitter account to help spread the ludicrous reality-reversing conspiracy that the whole of the education system has somehow been taken over by the left!

The idea of turning schools in deprived neighbourhoods into military indoctrination centres in order to create new generations of cannon fodder is grotesque in its own right, but the decision to use an official MoD social media account to give free publicity to The S*n and a slew of bizarre below-the-line right-wing conspiracy theory nonsense is even worse.

It's nothing short of politicisation of the armed forces in order to spread blatant pro-Tory propaganda.

Find out how much cash the Tories are planning to snatch from your local school

Our children are our future - yes it sounds like something from a 1970s hippy protest song, but it's undeniably true nonetheless. The kids in our education system now are the workforce of the future. The better the education they get now, the better equipped they will be to become capable of making valuable social and economic contributions to society in the future. It's completely obvious isn't it?

The Tories have made no secret of the fact that they are planning to introduce the harshest education spending cuts in decades meaning that anyone who votes Tory on June 8th will be actively endorsing this agenda of slashing £ billion from school funding.

Under Tory rule this cash will be used in order to hand even more tax cuts and lucrative government subsidies to those who need it the least (the likes of the already very wealthy and corporate outsourcing parasites).

By 2020 these Tory education funding cuts will have reduced the budgets of 99% of schools.

The average loss per primary school will be £103,574 (which works out at £403 per pupil) and the average loss per secondary school will be £470,433 (£554 per pupil).

Aside from the education funding cuts that will undoubtedly have a negative impact on the future economic potential of the UK, the Tories are also pursuing a number of other horrible education policies like stuffing our schools full of completely unqualified teachers, privatising thousands of state schools into the hands of unaccountable private sector pseudo-charities that topslice obscene amounts of cash out of school budgets to pay themselves vastly inflated executive salaries, overseeing outrageous fraud outbreaks at their flagship free schools and academy chains, blasting £billions on opening free schools in areas of low demand for places that end up folding because of lack of demand or creating wasteful spare capacity in nearby schools, and now they're on about bringing back selection at the age of 11 so kids with parents who can afford to pay for 11+ tuition get a massive life advantage, and kids who don't have wealthy parents to game the system to their advantage are likely to end up stuck in crumbling, underfunded secondary moderns like so many older readers will remember suffering themselves.

Lots of people have children or grandchildren of school age or below. Even if you don't have school age children in your own family, you must know someone who does. A close friend, someone in your wider family, a neighbour, a work colleague ...

Here's a tool to check how much the Tories are planning to slash from your local school, and from the schools of the children you know (just type in the school name, area or postcode):

School Cuts Checker

Remember: If you vote Tory on June 8th, you're actively endorsing their agenda of education cuts, and allowing them to snatch education funds from the kids you know in order to redistribute the cash to their wealthy mates.

If you vote Tory you'll be proving to yourself that you've embraced the idea that the UK is facing a bleak future of moral and economic decline.

Another fraud scandal at a Tory flagship free school

In March 2016, just days after the (now departed) Tory education secretary Nicky Morgan announced her plan to force privatise every single school in England it was revealed that one of the flagship Tory academy chains was riddled with financial mismanagement and outright fraud.

The outrageous scamming at the Perry Beeches academy chain in Birmingham should have served as a dire warning about the future of the English education system under Tory rule. In their haste to carve up the education system and distribute it (for free) to their private sector mates, the Tories have created an unaccountable free-for-all for some of the most greedy and unscrupulous people in society (including several millionaire Tory donors) to pilfer taxpayer funded education budgets to line their own pockets.

In August 2016 the former head of another Tory flagship school and two other staff members were found guilty of fraudulently siphoning public money into their own personal bank accounts. Sajid Hussain Raza, Shabana Hussain and Daud Khan were found guilty on all charges of pilfering money from Department of Education grants to the King Science Academy in Bradford.

Before this fraudulent pilfering of public funds even came to light the Kings Science Academy school was already mired in controversy for a rip-off deal to rent the land it was built on at a cost of almost £6 million over 20 years when the Local Authority used Compulsory Purchase Orders to buy a plot of land for another school (the Appleton Academy in Wyke) at a tiny fraction of the cost (£362,000 in total).

It should come as no surprise at all that the landlord soaking up £296,000 per year in rent is a company operated by a millionaire Tory donor and former vice-chairman of the party Alan Lewis.

In a way it's astonishing that the staff at the school will likely go to jail for fraudulently pilfering a few tens of thousands of pounds of public money into their own bank accounts, while the Tory party bigwig who will continue siphoning almost £300,000 per year out of kids' education budgets for the next 15 years will get away with it scot free.

The scandals at the Perry Beeches academy chain and the Kings Science Academy are clearly just the tip of the iceberg in an unaccountable and increasingly fragmented education system.

Just a quick look into the scamming techniques used by multiple academy chains in order to top-slice education budgets is proof that the Tory reforms have turned our taxpayer funded schools into lucrative cash cows to be milked by some of the most unscrupulous people in society.

Of course all of these people who are busy raiding six figure salaries, plus expenses, plus gold plated pension contributions out of our childrens' education budgets will have some internal justification monologue for what they're doing. They'll sleep like babies at night without the faintest concern for the fact that the Bentley in the drive of their new mansion and their luxury holiday at the Taj Lake Palace have come as a direct consequence of raiding the taxpayer funded education budgets intended to provide a decent level of education to thousands of kids.

The greedy topslicing of education budgets and the numerous cases of outright fraud demonstrate that the Tory ideological agenda of privatising the state education system is an absolute disaster for all but the lucky few who get to milk the cash cow, but somehow only a small minority of people seem even remotely concerned about it.

I guess most people are just so complacent and apathetic that they think it's perfectly fine and natural that the Tories have been allowing some of the most unscrupulous people in society (including millionaire Tory donors and outright criminals) to raid taxpayer funded education budgets for their own personal enrichment. Perhaps most people just think that outrageous scamming like this is just the natural order of things and just shrug their shoulders about it before going off to rote learn tropes like "Theresa May is a safe pair of hands" from their favourite tax-dodging billionaire sociopath owned propaganda rag.

Theresa May has made her intentions towards the education system perfectly clear by appointing Justine Greening as her new education secretary. If May wanted to stop the outrageous scamming that went on under David Cameron's watch, the last thing she would have done is appoint a woman who as a governor of a local school oversaw the sale of school sports facilities to property developers and then supported the give-away of the school to ARK academies which was being run at the time by yet another millionaire Tory donor called Stanley Fink.

If we continue to allow a load of Tory donors and outright criminals to pilfer education budgets to line their own pockets then our kids are obviously going to get worse levels of education than they would have otherwise, and the UK is going to continue slipping further and further behind the more advanced societies where teachers are treated with the respect they deserve and their education systems are considered a vital component of society and the economy, rather than just an opportunity for a bunch of politically connected scammers to siphon as much taxpayers' cash into their own pockets as possible.

What we can do

The Labour leader Jeremy Corbyn opposes the ongoing Tory privatisation of the English education system and proposes to undo the damage by introducing a National Education Service to oversee the education system.

Why Nicky Morgan's sacking is nothing to celebrate

Over the last six years the Tories have been carrying out a mass privatisation of the English education system. So far over 5,000 schools have been transferred, for free, to a bunch of unaccountable private sector pseudo-charities like the fraud riddled Perry Beeches academy chain in Birmingham.

The anti-intellectual backstabber Michael Gove privatised the most schools in his four years as education secretary, then he was followed by the widely detested Nicky Morgan who promised to force privatise every single school in the country. Rebellions in several Tory councils who quite like having control over their own schools forced a partial climbdown, but the threat of forced privatisation still looms over thousands more schools.

When Theresa May was anointed as Prime Minister she conducted one of the most ruthless culls of government ministers in history. The fact that Nicky Morgan was one of the victims was cause for celebration amongst teachers, pupils, parents and anyone who just gives a damn about the UK having an education system that isn't a complete shambles.

Unfortunately her replacement seems to be just as bad, if not even worse. In 2012, just months after the Olympic games Justine Greening backed the sell-off of the sports facilities of one of her local schools in Putney. Six tennis courts, a football pitch and a playground were sold off to property developers*.

Greening was on the board of governors and did nothing to stop the sell-off, then she supported the move to hand the school over to a private academy chain called ARK academies, which at the time was being run by the millionaire Tory party donor Stanley Fink (who now sits in the bloated anti-democratic House of Lords as an unelected Tory peer).

It would be laughably naive to imagine that Greening is going to change direction away from privatising our schools into the ownership of unaccountable private sector interests and then allowing them to top-slice education budgets in order to pay themselves obscene six figure salaries.

The Tories are ideologically wedded to the concept of transferring public infrastructure, property and services to private unregulated interests that it doesn't really matter who they appoint as education secretary; the privatisation policy is going to continue. In fact, Justine Greening's personal track record is a strong indicator that she's going to be every bit as fanatical about privatising the rest of the English education system as Nicky Morgan was.

The only way to stop this fanatical policy of transferring schools to unaccountable private interests is to vote against the Tories at  every opportunity you get, and in the meantime get involved in protests against the forced privatisation of schools in your area.

Perry Beeches - A warning for every school in England

One of the most appalling measures contained within George Osborne's 2016 "Budget of Failure" was the announcement of the outrageous Tory policy of force privatising every publicly owned school in England into the hands of unaccountable private sector pseudo-charities (many owned and operated by major Tory party donors).

Forcibly taking schools out of local authority control (even if the local community strongly opposes the plans) and handing them over (property deeds and all) to the kind of people who are queueing up to get their hands on chunks of free infrastructure and big slices of the taxpayer funded education budgets is an appalling idea.

The fact that these academy chains are pretty much impossible to remove once they've been gifted control of the school (no matter how poor the results, or how much fraud is going on there) is one of the major objections, several other serious objections are detailed in this article.

Perry Beeches

Just a week after the Tory plot to privatise every publicly owned school in England was unveiled a damning report into the Perry Beeches academy chain (which runs five schools in Birmingham) was released.

Here are some of the findings:

  • Perry Beeches diverted almost £1.3 million in taxpayers' money into secretive off-the-books payments to a company called "Nexus Schools Limited".
  • Financial fraud was committed because payments to Nexus were not included in the academy chain's 2013-14 accounts.
  • Nexus subcontracted work the school gave them to a company called "Liam Nolan Limited".
  • The sole director of Liam Nolan Limited is one Liam Nolan, who just happens to be the Accounting Officer and Chief Executive of Perry Beeches Academy Trust!
  • Liam Nolan did not register his interests in "Liam Nolan Limited" and the Perry Beeches chair of governors also had an undeclared business interest with a director of Nexus Schools Limited.
  • In setting up a circular off-the-books payment scam to pay himself an additional salary, the Perry Beeches financial officer Liam Nolan has clearly broken academies accounting rules and Charity Commission rules, yet the only punishment from central government is a written notice to improve, not a sacking or a criminal prosecution.
  • Perry Beeches was also made to pay back £118,291 of government funding after fraudulently claiming free school meal payments despite breaking the rules by keeping no records of kids receiving free school meals for six years.
Tories love this kind of thing

Privatising the entire English education system and putting people like Liam Nolan in charge of huge taxpayer funded education budgets sounds like a crackpot idea to most people, but the Tories love it because it fits in with their core ideology of transferring as much public cash into private pockets as possible.

Back in 2013 (when Liam Nolan's off-the-books financial fraud was going on) David Cameron described the Perry Beeches chain as "a great success story and one to celebrate" and the former education secretary Michael Gove even praised the academy chain as having "excellent leadership and management"!

The Tories aren't just OK with academy chain directors topslicing education budgets to pay themselves obscene six figure salaries and ripping off the taxpayer even more through opaque outsourcing frauds like the Perry Beeches scam, that's what the whole academisation agenda is actually all about. The Tories hate the public sector with a burning ideological passion. They don't want not-for-profit public bodies running schools in a democratically accountable manner, they want schools run by unaccountable packs of profiteers overseeing irremovable regional monopolies.

Lax financial oversight

The Tory spin on this story is that financial mismanagement like this can be picked up because of the financial rules they've drawn up for academy schools, but this argument is catastrophically undermined by two things.

1. Liam Nolan's off-the-books financial fraud went on for ages and was only investigated after a tip-off from a whistleblower that he was claiming a second salary from school funds.
2. There are plenty of other examples of financial mismanagement at other academy chains (like the Academies Enterprise Trust), and presumably a lot more that have gone under the radar because nobody in the know has tipped anyone off about it.
An additional problem with this feeble justification is the fact that Laim Nolan is still in a job. What's the point of having supposedly rigorous financial rules if there is no punishment whatever for those who break them?

What we can do

Given the appalling scale of failure and financial mismanagement at Perry Beeches, one might have imagined that the director who set up the off-the-books circular payment fraud should be facing criminal charges for embezzling public funds, or facing the sack at least, however he's keeping his job and his six figure taxpayer funded salary and Perry Beeches are free to continue expanding their operations in Birmingham.

This is the fanatically right-wing vision the Tories have for every school in England, whether schools want to be run by a bunch of topslicing Tory party cronies or not.

UPDATE

The Tories chose to sneak out their U-turn on force privatising every school in England on the day after the 2016 elections; which, with everyone talking about the election results, is clearly a very good day to "bury news".

The decision to exempt some of the best performing local authority schools from forced privatisation is only a partial victory. The Tories have already privatised over 5,000 schools into the hands of unaccountable private sector pseudo-charities like Perry Beeches so far, and they fully intend to privatise thousands more, and by force if necessary.
